Scheduled caste as a separate Religion- continuation of earlier writings ( G L Bhagat IRS)
“Megh Manavta” is a base material for new or revival of Buddhism or Magian’s religion. Background note in brief discussed in general public as to what is Megh Manavta? A brief of this is given to members as follows:
To whom the people consider low in religion or socio- cultural set up are in fact not low but far more superior in their past record. The modern SC/ST/OBC i.e. Khatiyas( now changed to Kshatriyas) were more superior in intellect and administration as well as purity. The marriage of their children in a Brahmin family would degrade them to lower status and was not considered good.( Ref: Social organizations in North East India in Budha’s times Page-90).Suppressed, Oppressed by the Jajmani Laws made them depressed. The procedure used to control of human mind and natural resources with the use of enslaved subversive administration and man-power that has left unbearable spot of the social life of the human beings who are called depressed. Strict restrictions were imposed upon the subjects, ruling classes were declared as foreigners and the their property was either looted or maximum tax were imposed and forfeited properties were taken as Administrative wealth ( M L : IX-319 to IX-321) presently held in temples. The caste rigidity was a new subject which the people witnessed with the Laws of Manu-Ch.-X(Creation of Castes; Puranic addition and M L: X-1 to X-131). Object is to make general public about to realize what is “smooth functioning of the rule of law and democracy in our country” and how to develop future humanity that will be free from the graded system of life as it makes human beings to live marginalized life style with the tag of superiority or inferiority.
Who are untouchable? What was Chinese view in 1935 about its neighbor? When Gandhi broke up his fast in 1935, Chinese paper commented on Mr. Gandhi and India the same are as follows: “Rejoicing over the termination of Mr. Gandhi’s three week fast and especially his survival, even though his health has been affected, the Ta Kung Pao editorially expressed blessings to Mr. Gandhi as well as to India. The daily summaries of the important events in the history of India to explain that India has been a tragic nation. Looking into the long history of India, the Ta Kunk Pao points out that, “The Indian nation has had the most calamities in the world. This fact is lamentable, but it is also due to this that the unification and independence of India is a gigantic task. With seven major races, more than 500 dialects, only some 70 of which are widely used, opposition of the Muslim League and the All India Congress together with many tribes consisting of more than 500 feudal groups and 14,000,000 hungry untouchables, it has been most difficult and laudable for India to have reached the present stage of the national movement. On the other hand, what is considered accumulative?
Medes or Magian Past: Mede and Raiger are name of places and Magian are the people with Megir a language. They controlled Sumer and Indus valley as its original inhabitants. Herodotus lists the names of six Mede tribes. These were some powerful tribes which remained unnamed in the new set up. Some have left imprints in the name of the State or Capitals. We may not have many details because the trace record has these classes have been burnt by the warring tribes in Tak-Shila and Nalanda.
Magians not in India :
1. Magi had a long history of The Busae group is thought to derive from the Persian term buza meaning indigenous (i.e. not Iranian). Whether this was based on an originally Iranian term, or their own name, is unknown.
2. The second group is called the Paraetaceni, or Parae-tak-(eni) in Persian, and denotes nomadic inhabitants of the mountains of Paraetacene. This name recalls the Scythian Para-la-ti, the people of Kolaxis, believed to represent the common people in general, but whom Herodotus calls the “Royal Scythians”.
3. The third group is called Strukhat.
Partly in India:
4. The fourth group is the Arizanti, whose name is derived from the words Arya (noble), and Zantu (tribe, clan). This may be a tribe that has an ideology of the Aryans but were present along with Sumerians ruminants and who may have joined as Aryans as held by Dr. B R Ambedkar in “Who are Sudras”. This tribe may have created Atharva Veda and were stiff with later Aryans but soon arrived at some common understanding. It may be possible that Jar born Saints ( Saptrishi, whose parentage is changed) are from this Arizantu tribe.
All in unified India:
5. The fifth group was the Budii, found also among the Black Sea Scythians as Budi-ni. Buddha was of the tribe Budha, the Saka (eastern Scythian) form of the name.
6. The sixth tribe were the Mede later named Med, Kunku,Madiga, Megian/megh MLX-48. They were a hereditary caste of priests of the Zurvanism religion that evolved out of Zoroastrianism. The name Magi implies a link with the Sumerians, who called their language Emegir, over time becoming simplified to Magi. A few historians assert that some Sumerians managed to preserve their identity in a sense, by forming the Magi, or hereditary priestly caste, noted among the later Medes.”
Magi and Sakyas tribes: Most of the Communities including Scheduled castes, tribes, OBC, BC and general are all the product of the Magi (present Magh) and Sakyas tribes. Megh’s were Tak Kshatriyas just during Buddha or before that. Dr. Naval Vijogi in his book Nag Civilization on page 72 have mentioned 125 Tak-Kshatriyas with Gotras of some prominent modern communities such as, Andoriya, bath, Bathon, Bhatt, Bhati, Chohan, Cheema, Darji, Dogra Rajput, Gahwar (Gadwal Rajput), Jassal, Jat, Kakar, Kalal, Kandari, Kanet, Kori, Kanojia, Kanpuri, Khas, Taka, Khakhar, Lodhi, Lara, Koli/Megh /Mathre, Maha/ Mehra/ Methar, Mer, Malvan, More, Nagar, Nila, Pal, Panver, Rajrishi, Rangraj, Rathode, Rati, Salotri, Sal gotri who are related to Mathre, Tak- Takshat, Batu etc are mentioned (Naga Tribal Civilization of India; Naval Vijogi; P-72).
Gotra are related to warriors and protectors. Sindhi are examples of frequent change of gotra where as Jains changed it under the wave of Jajmani Laws. This was probably a necessity to get adjusted close to Jajmani crude laws. Jajmani economy and Laws of Manu i.e. previous Hindu Law ruthlessly downgraded or upgraded humanity that displeased the Brahmins during formation of castes that continued till the end of 18th century AD that resulted in existence of common gotras in all varnas. Salgotra or Sal-gotra is a first clan or gotra of the Tak Kshatriyas and the founder of this concept belongs to this Salgotra and has their own village that still belong to all Salgotras. All these communities are for the time being taken into the concept of Megh-Manavta. (Salhotra was a Rishi in the Indus Valley who taught horse riding to Bali and the horse could fly. ( Ref:Ancient Wars) His saintly qualities and brave war expertise was also blessed upon Indra to whom he also taught horse riding. Mehirkula king belong to the Madre or megh clan was rular of Sakala i.e. present Sialkot. It is this place where Sungha declared one hundred gold coin as a price tag for the head of the Bodh Bhikshu.
Dalits / Taka Kshatriyas of the past: Brutal division (Jajmani enactment that consolidated around 850AD) to exploit humanity in caste or grading of the parent religion megh before Buddhism was setback to casteless society. The following communities are the outcome of “Megh Manavta” Tak Ksatriyas who were and are from weaving and farming communities i.e. Magi in their origin and their hereditary religion are of the faith of Satya-mat i.e. truth and only truth as a religious faith. Their origin from priestly background does not require them any certificate. They are all followers of saints even today. If the stars or planets are to merge in black hole why can’t these “Megh Manavta” communities have got together in Satya Dharma by a name Satyamat? Can they be liberated from the Manav dharma of Castes? They are real owner of the religion of Truth. These may be Sakyas or magi. All communities belonging to outcaste group or low groups whether mentioned here or not are a part of the Taka Kshatriyas. Originally Magi started Zoroastrian religion by Mathriac Magi and retained the status of priestly class for the Magin Class. Tantrik Atherva concept was their creation. Criminal treatment of the Jajmani Laws had broken them into pieces which they themselves cannot count. Moreover the employees in 1932 were mostly Brahmins who free wrote the caste name sometimes at their own sweet will. I have come a across that many tribes are wrongly mentioned in castes and many caste have been wrongly quoted giving reservation to persons who were not dehumanized to the required level by putting them in castes status. An incomplete detail of some of the working or forced branded names prepared in 1932AD for the first time since the consolidation of Jajmai Rules with Laws of Manu as Civil Law of the land at the instance of the British. The prominent Magians castes are as follows: AP - Ghasi, Maadiga, Rishi, Rikhia, Mahar Arunachal Pradesh - Rishi, Muchi, Mahar Assam - Muchi, Rishi, Mahar, Bhrua, Pan Bihar - Ghasi,, Ghasiaya, Tanti, Tonhua, Duasadh, Muchi Chandigarh - Ramadasi, Kabirpanthy, Weaver, Kori, Koli, Megh Dadra Nagar Haveli Medhyawanshi, Mahar Gujarat - Meghwal, Meghwar, Mehywanshi, Bhambi, Bambi, Rohhidass, Rohit, Bonkara, Maru Goa Daman Diu -Medhyawanshi, Mahar Haryana -Megh, Meghwal, Kori, Koli, Mahashya, Kabirpanthy, Weaver, Ramdassia, Balaie, Jatav, Jatava Bhambi HP - Megh, Masha, Kori, Koli, Mahashya, Kabirpanthy, Weaver, Balaie, Jatav, Jatava Bhambi J - K - Megh, Kori, Kabirpanthy, Weaver, Ramdassia, Masha, Barwala, Sarwale, Doom-matang, Karnataka - Maadiga, Suryavanshi, Padmshali, Bhambi, Bambi , Madar, Rohhidass\Kerala - Vealluven, Muchi Madhya Pradesh - eghwal, Mehra, Mehar, Mahar, Balai, Bhambi, Bambi, Ramanami, Satnami, Ghasi, Ghasia , ghania, Kori, Koli Maharashtra - Megh, Meghwal, Meghwar, Balai, Aanb, Nhie, Satnami, Suryavanshi, Ghasi, Ghasia , ghania, Kori, Koli ,Mehra, Muchi, Maadiga, Madar, Mahar, Megu, Mehywanshi, Kori Manipur - Meghalaya, Rishi, Mapechi, RavidasMizoram - Rishi ,Muchi, Kabirpanthy, Weaver, Mahar, Meghalaya - Muchi, Rishi, Mahar Orissa - Satnami, Maru, Garsi, Gassia, Kori, Vhapig, Muchi, Maadiga, Mahar, Mehra Pondicherry - Madig, Vealluven Punjab– Megh, Kori, Kabirpanthy, Weaver, Ramadasi Rajasthan -Megh, Meghwal, Meghwar, Meghvansh, Meghwanshi, Mehywanshi, Balai, Rajbalai, Raigar, Bhambi, Latwa,Maru, Bonkara, Weaver, Kori, Salvi, Sutrkar, Rishi , Rikhia, Charidhar, master of ceremonies/ chobdar, Bairwa, Jatav Tamil Nadu - Kolian, adiga, Vealluven, Muchi Tripura - Bagrie, Ghas, Ghasiya Koli, Kori, Kora, Koats, Muchi Uttar Pradesh - Balai, Blahi, Gassia, Kole, Kori, Korwa, Kote, Craftsman, Tntuvaya, Ghussia, Jussia, Jatav,West Bengal - Muchi, Rishi, ghosi, Mahar. We are locating the dates of gradation of all communities such as Balmiki, Batwal etc who are considered as Balmiki Race not mentioned here but there is no doubt of their being Taka Kshatriyas of the immediate past and are a part of this society. We also do not have any other race for growth of the present outcastes society.
“Subversive language to degrade higher castes”: “Chamars” a tongue of subversive force that has reduced Megh –Manavta to Chamars. Most of the Tak Kshatriyas were superior to Brahmana upto 400 AD and are now being called Chamars such as Raigar, Jaiswar, Jassal, Kori, Koli, Meghwal etc. Use of the word Chamars” by the subversive forces is not a valid word to become Chamar. Moreover, the leather business was treated as low profession to make sufficient free untouchable bonded labour. How much humanity is ever degraded? It suits to the Higher castes who needs outcaste and their low graded crystallization to boost and continue Jajmani labour but not to the parties or ideologists who have to make a casteless air of this nation. There is no such
word as Chamar in the national literature but the subversive forces (gods of men – kings- Manu’s Law) had been forced by their controllers (gods of earth- priestly classes- Manu’s Law) to create it so. The Chammar word was made quite popular in villages by equating it with the name the share of “crop labour “ as “Chamrout/ Chamari” through Jamidars in the recent past. Servant of Jajmani system will call the villagers to go to field and collect your share of Chamrout or Chamari. Every community was dragged in this word. The development movement of the depressed was crushed with strong force and Ad-dharmi , Weaver turned Sikhs are being called Ravidasia, Magians villages in Haryana of outcastes are now called Chamar etc. although there may not be one such person among them who is connected with leather, a pre condition to be called Chammar.
“Megh Manavta”: Megh was already a religion before Buddha. Manavta is humanity but here it is taken for all humanity that had been separated from megh religion. The whole humanity of the earlier megh religion is considered as “Megh Manavta” and now its religion can be named as religion of truth or Satyamat. Thus, if scheduled castes and tribes are to create a religion or robustly revive their own religion they need their own organized society. If one goes by record of their past, the Magism was their own previous original religion. Magi and Sakyas were formed just before Buddha and Lord Buddha became a hero of the religion. Epigraphical record confirms Mahavira was from Megh community. Naval Vijogi mentioned that one of the sisters of Mahavira Jain was married to Megh family. Jain,s gods and goddess are from Magians without any doubt. Thus there is a clear indication the Mahavira was a Megh in origin and Siddhartha Gautam was Sakya but both the heads from a original tribe Medes. With the diversion and inclination of Jainism toward Brahmanism or trade in urbanized setup, it lost its popularity among the masses who did not like the grading perfume of Brahmanical ideologies. Buddha’s Buddhism in the form of a popular religion of humanity was developed.
The followers of Buddhism are the outcastes of Vedic laws and but Buddhism was completely lost. The taka Kshatriyas from Punjab revived again in the form of Sikhism. Vedic impact is so strong on Indian socio-cultural life that it is really impossible to make socio- cultural changes on the minds of the people who are tamed in bonded labour and forced slavery for a long life and are unable to sustain even today. Tribes consisting of more than 500 feudal groups and creation of their own royal blood as 140,00,000 hungry untouchables by their own blood’s kings are still working unknowingly for the subversive minds. There is something called conscious that only operates in free atmosphere of democracy. After an age and time only conscious operates and it re-constructs the damage. We must make casteless India. If we cannot make a classless and casteless then we must reunite a casteless race. That itself will be a great achievement. Who can help it? Experiences, resources and conscious of a man can certainly play a dominant role. We are loaded with white colored enemies from within who are hurdles for structural growth as a class.*
Experiences, resources and conscious: Royal megh-Manavta is ashamed of public apperance and is prepared to work as royal slaves. Sumerian civilization had priestly cum warrior culture and agricultural activities from production of raw material to manufacturing of cloth. They developed their religion, language, writings, socio-culture and most respectful non-seimetic culture. A detail reading of the magi’s socio-cultural life revealed that all scheduled castes and tribes do possesses same characteristics as we have in today’s life. The word Magi is pronounciated as Megh in Indus Valley areas even today. Taka Kshatriyas or Megh name was consolidated for these taka people before Buddha. (Ref: P-67; Naga Tribal Civilization of India; Naval Vijogi). Takas were nag people and worshipers of Bagwati as evidenced from Malawa Singh of Rewa (1193) description (ref. Naga Tribal Civilization of India; Naval Vijogi P-68). Taka Kshatriyas migrated resettles in Chota Nagpur, Mayurbanj, Singhbhum, Ganjam and Balasour. On verification it was found from Raja Durga Prasad Singh Dev of Vishnupur was taka kings of Rajak branch of the Megh/ Madre or Taka and had nine Raj-mahals as Vishnupur, Raipur, Chikligarh, Talve, Bada Bazar, Man bazaar, Khatra, Ambika Nagar. Rajkumar of Chikligarh was the head of the sangh. (Naga Tribal Civilization of
India; Naval Vijogi page-71) , most of the dominating communities in Punjab and other States today were Taka Kshatriyas but are in higher communities because of the Jajmani Rule of the Vedic Law. Heros and warriors of the middle ages are from these Taka tribes and at present they are Megh or Kolhi, Rajak, Lilari, Kurmi, Maratha, Darji, Shipa, Bhar, Rajbhar, Mahar etc. the names of the others are referred in above para (Naga Tribal Civilization of India; Naval Vijogi; P72)
Main stream of Taka Kshatriyas an example: To unite all tribes with the main stream of Taka Kshatriyas or Megh/Madre, the name which was consolidated for these taka people before Buddha. Takas were nag people and worshipers of Bagwati as evidenced from Malawa Singh of Rewa. Taka Kshatriyas who migrated resettles in Chota Nagpur, Mayurbanj, Singhbhum, Ganjam and Balasour. The people from Raja Durga Prasad Singh Dev kingdom of Vishnupur who was taka kings of Rajak branch of the Megh or Taka and had nine Raj-mahals as mentioned above, it will be a great task if all are sewn on one fabric. The people of the Megh Manavta (new name given to all division from Meghs)) has gone as far as Meghalaya and established their own territory. Most of the kings or ruling families reduced poor or low or baptized Hindus. Caste upgradition or down grading was a biggest industry that started after the burning Buddhist towns, evacuating and resettling these towns as Jajmani pilgrimage centers. Non-Brahmin could attain the Brahmin-hood by taking pilgrimages and paying Jajmani fee. (Social roots of religion in Ancient India; page-65; R N Nandi: Matsya Purana, Ch. 273, v.52; Vayu Purana ch.91, v.105). It is Satyamat- a faith of truth-a refined Indian Panthic Buddhism and the knowledge that can liberate them from all vices forced upon them. In fact, the national law should support such a concept that has code of human conduct based on fundamental duties.
D. Sharma in his “Early Chouhan Dynasties” page 271 writes that Magas or Bhojakas are nonaryan Magians brahmins as mentioned in Brahddharma Purana and Govindpura Inscription ofS. 1059 or 1137 AD. Sunworship was their monopoly and profession was Astrology. They also worshiped Jaina gods and goddess. Nandi writes that these Brahmins who performed astrology as profession were low grade Brahmins and were not to be invited for any superior Vedic rituals. These are Devalaka brahmins. Sakadvipa or Scythia also claims Magians according to Sharma.
Saka was a tribe in a land north of Jaxartes(Syr Darya). They were pushed south by Chinese invaders and the swooped down on Bactaria and Parthian kingdom in 140 to 120 BC. Later they occupied Parthian power and expanded to eastward that formed Sakastan. Sometime later they moved to Khandar and Baluchistan into the lower Indus countries which become known as Sakadvipa to Hindu writers and Indo-Scythia to Greek geographers. These sakas later scattered to the whole of nation. These are Sakadvipa Brahmiins- one of the superior race among today Brahmins ( R. tripathy “history of ancient India” p-212). They are certainly Magians of the late arrival than the Sumarian Magi’s and may have travelled along with Darius God King who was enemy of the Mede or Media Magians/Sakayan- Buddhi tribe.
Taka clan in Islam: Islam entered India with a thunder bolt such as it was a new religion with the concept of One god and one Humanity but with its own code of conduct. The caste ridden society could not stand before such a forceful Islamic wave. Within a short span of time it covered the whole caste ridden nation and ruled for many years. During Mir Qasim’s time Raja Bhajja- a Magian / Madre of Taka clan was ruling and the territory was taken over by raiders. Later these taka people joined Islam and ruled the area for many generations. The people on the other side of the Indian Territory in the lower part or Jammu and Ravi also belong to the same community (Cunningham A., P-129). Archaeological Reporter Vol-II, p-10 F.note 3) in the plain of Punjab around Jammu most of the Naga race settled. (Indian Antiquity no.17, p-118). Title Mujaffar; Saharan Taka was the first Mulniwasi magian who started with the Title Mujaffar. He concealed his identity in Bejehu-E-Mulak and his son Jaffar Khan was made in charge of Gujrat. Later he was independent and was known Sultan Mujaffar Shah and his grandson Sultan Ahmed Shah.
Megh Manavta is disintegrated Humanity living in graded and degraded life. Since the inception of Constitution of India a new phase of the development has started. However the traditional society is not allowing much breakthrough and is trapping the graded societies with various Tandavs, tricks, allurements, false commitments of development etc. Recent move for lokpal was a greatest intellectual crime of the century. It was all politically motivated and Swaraj from corruption was never a motive. All involved in this movement are now divided into two political groups with one motive. The advertisement such BJP/AAP jointly abusing each other as who will rule? They put in public mind that greatest political party is not in the race or no other party exists? How great intellectual dishonesty is there which is being collectively executed? It is for the graded society to change at their own as they have been given education and national laws in their favour. National Judiciary and great leaders have given their views. CASE NO: Writ Petition (civil) 265 of 2006 PETITIONER: Ashoka Kumar Thakur- ESPONDENT: Union of India & Others; DATE OF JUDGMENT: 10/04/2008; BENCH: Dalveer Bhandari; Supreme Court judgment – On reservation to OBC (creamy layer) some of the important references were made to reflect the future character to be built for the nation. We are merely making a fun of every word of our ancestors if we don’t react to the situation. I would like to repeat a few paragraphs from the said order for ready references.
2. The fundamental question that arises in these writ petitions is: Whether Article 15 (5), inserted by the 93rd Amendment, is consistent with the other provisions of the Constitution or whether its impact runs contrary to the Constitutional aim of achieving a casteless and classless society?
3. On behalf of the petitioners, Senior Advocate Mr. F.S. Nariman eloquently argued that if Article 15 (5) is permitted to remain in force, then, instead of achieving the goal of a casteless and classless society, India would be converted into a caste-ridden society. The country would forever remain divided on caste lines. The Government has sought to repudiate this argument. Petitioners' argument, however, echoes the grave concern of our Constitution's original Framers. 4. On careful analysis of the Constituent Assembly and the Parliamentary Debates, one thing is crystal clear: our leaders have always and unanimously proclaimed with one voice that our constitutional goal is to establish a casteless and classless society. Mahatma Gandhi said: "The caste system as we know is an anachronism. It must go if both Hinduism and India are to live and grow from day to day." The first Prime Minister, Pt. Jawahar Lal Nehru, said that "no one should be left in any doubt that the future Indian Society was to be casteless and classless". Dr. B. R. Ambedkar called caste "anti-national". 5. After almost four decades of independence, while participating in the Parliamentary Debate on the Mandal issue, then Prime Minister Shri Rajiv Gandhi on 6th September, 1990 again reiterated the same sentiments: I think, nobody in this House will say that the removal of casteism is not part of the national goal, therefore, it would be in the larger interest of the nation to get rid of the castes as early as possible". It is our bounden duty and obligation to examine the validity of the 93rd Amendment in the background of the Preamble and the ultimate goal that runs through the pages of the Constitution. 19. The First Parliament believed that "economic" was included in the "social" portion of "socially and educationally backward." Prime Minister Nehru said as much: "One of the main amendments or ideas put forward is in regard to the addition of the word "economical". Frankly, the argument put forward, with slight variation, I would accept, but my difficult is this that when we chose those particular words there, "for the advancement of any socially and educationally backward classes", we chose them because they occur in article 340 and we wanted to bring them bodily from there. Otherwise I would have had not the slightest objection to add "economically". But if I added "economically" I would at the same time not make it a kind of cumulative thing but would say that a person who is lacking in any of these things should be helped. "Socially" is a much wider word including many things and certainly including
economically. Therefore, I felt that "socially and educationally" really cover the ground and at the same time you bring out a phrase used in another part of the Constitution in a slightly similar context." (See: the Parliamentary Debates on First Amendment Bill, 1 June 1951, p. 9830.) Had it not been for a desire to achieve symmetry in drafting, "economically" would have been included. Had this been done, the creamy layer would have been excluded ab initio. 221. In his speeches to the Parliament regarding 15(4), Prime Minister Nehru could not have been clearer: "After all the whole purpose of the Constitution, as proclaimed in the Directive Principles is to move towards what I may say a casteless and classless society" and in an attempt to achieve an egalitarian society, " we want to put an end to all those infinite divisions that have arisen in our social life; I am referring to the caste system and other religious divisions, call them by whatever name you like." (Emphasis added). [Parliamentary Debates on 13 June, 1951 and 29 May, 1951 respectively]. 7 If reservation is allowed, then how can a casteless society still be realized? 227. One of the other prominent advocates of reservation later realized that the policy did more harm than good. Prime Minister Nehru wrote the following letter to the Chief Ministers on June 27th, 1961: "I have referred above to efficiency and to our getting out of our traditional ruts. This necessitates our getting out of the old habit of reservations and particular privileges being given to this caste or that group. The recent meeting we held here, at which the chief ministers were present, to consider national integration, laid down that help should be given on economic considerations and not on caste. It is true that we are tied up with certain rules and conventions about helping Scheduled Castes and Tribes. They deserve help but, even so, I dislike any kind of reservation, more particularly in service. I react strongly against anything which leads to inefficiency and second-rate standards. I want my country to be a first class country in everything. The moment we encourage the second-rate, we are lost. The only real way to help a backward group is to give opportunities for good education. This includes technical education, which is becoming more and more important. Everything else is provision of some kind of crutches which do not add to the strength or health of the body. We have made recently two decisions which are very important: one is, universal free elementary education, that is the base; and the second is scholarships on a very wide scale at every grade of education to bright boys and girls, and this applies not merely to literary education, but, much more so, to technical, scientific and medical training. I lay stress on bright and able boys and girls. I have no doubt that there is a vast reservoir of potential talent in this country if only we can give it opportunity.
But if we go in for reservations on communal and caste basis, we swamp the bright and able people and remain second-rate or third-rate. I am grieved to learn of how far this business of reservation has gone based on communal consideration. It has amazed me to learn that even promotions are based sometimes on communal and caste considerations. This way lays not only folly, but disaster. Let's help the backward groups by all means, but never at the cost of efficiency. How are we going to build our public sector or indeed any sector with second-rate people?
"236. In a number of judgments, this Court has spelt out our constitutional philosophy regarding caste. On numerous occasions, this Court has proclaimed that the cherished goal of the Nation is to realize a casteless society. In Shri V. V. Giri v. Dippala Suri Dora & Others (1960) 1 SCR 426 at 442, the Court observed as under:-" The history of social reform for the last century and more has shown how difficult it is to break or even to relax the rigour of the inflexible and exclusive character of the caste system. It is to be hoped that this position will change, and in course of time the cherished ideal of casteless society truly based on social equality will be attained under the powerful impact of the doctrine of social justice and equality proclaimed by the Constitution and sought to be implemented by the relevant statutes and as a result of the spread of secular education and the growth of a rational outlook and of proper sense of social values; but at present it would be unrealistic and utopian to ignore the difficulties which a member of the depressed tribe or caste has to face in claiming a higher status amongst his co-religionists. It is in the light of this background that the alternative plea of the appellant must be considered.
Socio-culture in the Megh Manavta is an improvement of much talked Mulniwasi concept and its future that is based on Constitutional of India. As Vedic Law is personal Law to Hindus so is Constitutional of India as Personnel Law for Depressed, Oppressed and Progressive. It is an Socio culture to develop the Indian Humanity in a casteless, classless and egalitarian setup and to strengthen the nation’s goal set forth in the Preamble of the Constitution through the spiritual ideology of saints and strengthens its Socio Culture on truth. Hindu called the religion of castes and its grading as Manavta. It deprived all disjunctive classes through Laws of Manu and its Puranic by- laws and regulated disjunctive group as legal slave labour called Bonded Farm Free Labour that added farm labour to regulate Jajmani Economy and to strengthen national laws of the Brahmins which ended in 1868AD. Since 1950 AD these people are developing by way of reservation, allotment of land by the center and States and undertake job other than the caste assigned. The economic development has resulted in softening concrete barriers imposed upon this disjunctive group.
Experiences of two great economies of the world are mirrors of our economic-socio cultural life. Experiences of Non-aryan urban based economy in Buddhist Era has given growth of a civilization where Brahmins enjoyed a great respect as scholarly class. But Bhahmins cunningngly ritualized their caste based theory and when got an opportunity they changed the economy from urban to rural agro economy by spreading perfume of the arrival Kalijug age and legalized the rituals gathered due to hard work by them over centuries to divide and consolidate the society in castes. Now we have again shifted to urban based economy and have experiences of rural economy, productive resources and their development through different ministries in the new set of democratic administrative, legal and parliament system under the Constitution of India. The destruction of the Jajmani Economy is under process of improvement through its various social, economic and judicial methods. We must use our best brains to consolidate what is best suited to the present humanity, nation and the world. Consolidating a socio-culture as per the norms of theosophical Society of the world needs a constitution that has its good number of followers and there should be good saint who morally teaches what ethical values the society or its constitution speaks.
Truth as Religion: The above findings are feeling of the highest brains delivering justice. It is a sort of pinch in their heart. The judiciary has sympathy with depressed and have admitted pain and atrocities but bold pen for delivering justice is needed. Words of leaders too are full of passion and pain. They are all saying so because Constitution of India says so. Did Anna and party fought for corruption? Can Lokpal bring Swaraj from corruption by imposing 1860 AD (as mentioned on page 57 of Anna’Swaraj Agenda) Hindu Law if Constitution of India, judiciary and national government have failed? Anna stabbed depressed classes without any doubt under the garb of corruption. This law of 1860AD is previous Hindu law that degraded humanity. This law has confirms the deeds or misdeeds of triumphant Brahmanism catalogued under seven heads by Ambedkar(1) It established rights of the Brahmins to rule that committed regicide needs to be observed with utmost care (2) It made the Brahmins a class of privileged persons who are becoming a constitutional class and is not digestible to them and are making Anna type of persons to come forward to cheat innocent in decent manner (3) It converted the Varna into caste which is under sever attack of Judiciary and Constitution of India (4) It brought about a conflict and anti-social feeling between the different castes which are being unified by various sects today (5) It degraded the Sudras and women who are now a ruling class in most of the States and cannot be tolerated by subversive classes (6) It forged the System of graded inequality which is being minimized by MMSCS and (7) it made legal and rigid the Social system which was conventional and flexible” which is being totally discarded by Constitution of India and young generations.
Seven catalogues were narrated by B R Ambedkar Ref.P.275, Vol.3, 1955, ibid. that had virtually blinded social life Indian humanity.
These issue are still bubbling in the minds ruling class because in their socio Culture this inequality is eternal and it is their Dharma. Hinduism is the dharma laid down by Laws of Manu, a Brahmin from Orissa whose real name is Sumati Bhargwa . Dr. B R Ambedkar writes on Manav Dharma as follows, “It is called Manav Dharma i. e. Dharma by which its inherent goodness can be applied to all men in all times and in all places. The fact that it has not had any force outside India is a blessing or a curse I do not stop here to enquire. It is important to note that this Manav Dharma is based upon the theory that the Brahamn is to have all the privileges and the Shudra is not to have even the right of a human being, that the Brahamn is to be above everybody in all things merely by the reason of his high birth and Sudra is to be below every body and is to have none of the things no matter how great may be his worth”.(Ref. Page-722 Vol-12).
That was the reason Mangu Ram gave the gave the name to religion of all Mulniwasi people as Adharma just opposite to what Hindu called Dharma. Mahatma Phule has given the name Satya Sodak, Guru Gashi Dass called it Satnam. Dr. Ambedkar said, “I am a Devotee of Gautam Buddha, Kabir, Mahatma Phule and Worshipper of Learning. Self-respect and Character. I have none of the bad habits but I am found of reading. The learning is essential for every individual if one wished to make progress in the life”(Vol-17 ,page-505).
Ambedkar would have followed Satya Sodak of Mahatma Phule or Kabir Panth because he was their follower. About Mahatma Phule he believed that OBC community of Mahatma Phule have betrayed him so he avoided. Regarding Kabir Panth , he preferred Sikhism because of being Magians and of weaver family his spiritual leaning toward Kabir Panth forced him to think of Sikhism as it contains a Complete literature of Saints of depressed. Master Tara Singh played a negative role. Dr. Munje of Hindu Mahasabha also played a similar role. The intolerance of Dalits was acute.
Finally he revived Buddhism and gave his own Code of Human Conduct which we can adopte in Code of human conduct of our with the name of relating to truth. We follow Kabir as Buddha followed by Mahatma Phule also as Pre Modern Buddha and Ambedkar as Modern Buddha. New name of United Megh Manavta can be Buddhism or Satnam of Kabir and other saints and new Buddhism as Ambedkarism . Satyamarg ot truth is suited to Depressed Humanity.
To be brief Manav Dharma with personal laws Vedic Laws and Megh Manavta Dharma with personal laws as Constitution of India are two disjunctive Socio Cultural societies whose unity is essential for future of India. Only condition is that they must be equal and strong with their own personal laws.
